Anyone experieced extreme Screamyx slowdowns?, Link goes fast then slow down repeatedly

I live in Tpg. The connection now sucks.
It always disconnect in every 10 minutes and keeps changing IP from 60.* to 211.* I can't even download from Rapidshare. Real &*%$ |
