tmnet speed depends on ur luck. he is right. some places the line is capped at 4mb, sum are capped at 1.5mb. and ur area maybe neared to the xchange station, some mayb far. n some area they start xperimenting using adsl2+ which means faster speed. n depends on ur luck, sumtimes u get 'good' ip for gaming or youtube.
i myself, my line is capped at 4mb. i subscribe 1mb line. i get max speed of 280kb/s when http download. which is almost 3mb line already. my snr margin is high means im nearer to the xchange station. so im lucky.
my fren on the other hand, stay in Kuchai Lama. he subscribe to 1mb line, which the line is capped at 1.5mb. he says max he always get is 90kb/s got http download. a normal 1mb line will get up to 120kb/s. which he claims he never get. n his snr margin is low, means his house to the xchnage station is far. thus it xplains the speed. so he is unlucky.
another forumer reported he get 8mb for subscribing 4mb package. cuz tmnet had installed adsl2+ for his area. n mayb forget to capped his speed. (how i wish i stay at his area.) so he get blazzing dwld n upld speed. n he is freakingggggg lucky. mam, damn it.
about the ip. i realize, 60.49 ip's are good for gaming but bad for streaming. somehow i cnt stream utube with tht and 60.48.
but 60.51 and 60.53 i can watch any video at blazzing speed. imagine i download stuff at full speed n my utube stil buffer full like 1 min for a 10 min plus clip. dats fast. n dat depends on luck. sumtimes no matter how i reset the modem ill never get 60.5X ip.
so yeah it depends on luck. (: hehe.

I got the opposite situation with you. My house in hometown with 60.48 ip can stream youtube very fast but my rental house near my campus with 60.53 stream youtube very badly.
