if you're talking about uvd, you need dxva compliant media and player.

UVD enabled hardware accelerated when play some videos. In order to do that, you have to respect DXVA standard which is the API from microsoft that allows video decoding to be hardware accelerated. DXVA media (blu-ray, hd-dvd, DVD) and videos with L4.1(HD) and L3.1(SD) encoding profiles. On top of that, you need player that support it, ie PowerDVD, wmp and mpc-hc (experimental).
