Don't know about Japan, but in Malaysia the law will take it as incest. Even if it is your step-brother, adopted sister, once you are legally part of a "family", any sexual relationships are considered incest under the Crimminal Code, even if genetically speaking you and your step-sister do not share any genetic material.

I'm not sure about Syariah law, but under Common Law (specifically, s11 of the LAW REFORM (MARRIAGE AND
DIVORCE) ACT 1976), you cannot legally marry your cousins. You can in Australia however. However, it does provide Hindu's with an exception to marry "his sister’s daughter (niece) or her mothers’s brother (uncle)."

But sibling love is still illegal. It would be interesting to see what happens if you're adopted, break away, and marry your (former) brother. But don't clog up the courts!
