wait till the card is one-year old. then it can be used to facilitate your new application.

Shrugg... never applied for citibank. Most banks will make do with a 12-month old card. Guess you need to use your card for another 8 months.

For everyone's info, if you are holding a Direct Access card, you will not be considered eligible to apply for CIMB Petronas. This was told to me by the processing officer today.
