Yes it can, a lot of the best programmers are actually self-taught. They have their teachers, just that education wasn't formal.

Its how people fail to understand what semantics mean. You don't use the h3 tag to get a big bolded font. You use it to say that this is a level 3 heading. A level 3 heading should come after a level 2 and level 1 heading. Its grouping of information.

programming language is to understand(simulate in ur mind if u wan) how the language works(how it convey language)...onc u understand it, try to reverse engineer some simple software as practice
