those numbers are not rating, it is actually number of payments in arrears. if 5 means the payment is late by 5 months. usually, it is bad but for some cases like ASB loan, banks don't really care since the loan has collateral. and it depend on banks as well, international banks are more strict in term of debt collection but local Islamic banks, they still have some soft spot.

CCRIS will only be updated on the 15th of the following month. but internally, bank have their own cut off date for payments, usually on the month end regardless of your due date.

There is no such thing as max is 3. Please see CCRIS Explanatory Notes, item J clearly mentions that number of payment records which mean there's no max. You can check sample here.

the reason why you never see more than 3 is because, the moment you reach 3 months of arrears bank will start calling you already for payment to ensure payment for at least 1 month. another reason based on my experience is banks cap the max to 3, but such cap does not exist from bnm side.

Bank have their internal cut-off date for CCRIS processing before submitting to BNM, this date varies by bank but mostly on month-end, so it will only be reflected on the 15th of following month in best case scenario.

Try to apply with other banks as well. Some banks prefer to have 1 continuously as they'll earn more on late charges and compound interest. Approval is based on recommendation by branch managers, so maybe you can nego a bit with them.

Banks are compulsory to give reason for any rejected applications. However, this reason is not visible to applicant. Usually in any application there will be a disclaimer, something like "The Bank shall reserve the absolute right to approve or reject my/our application as the Bank deems fit without assigning any reason."

NPL will be cleared immediately (assuming your bank report it as cleared), you can check to confirm from 19/2 onwards. But to apply for a refinance, better to wait for another 6 7 months to show that you're already stable financially.

He's technically correct. 10th is the deadline for banks to submit last month position. However, banks can do resubmission by 15th should BNM find any issues with their 10th submission. That however is a rare case and banks can be penalised for it if it's their mistake in the first place.

You might want to restructure with PTPTN first then assess whether going with personal financing has less interest or not. Otherwise you might end up with paying more just for the sake of convenience.
