Far from "less", it was the fastest road going Ferrari of its day. (other than the limited F40)
The 348 did about 270km/h (300bhp), 456 around 300km/h probably (430bhp+), but the Testarossa did 310km/h (422bhp).
Definitely not short on power! The Testarossa is my favorite Ferrari (after the F40 of course).

Normal cars are Inline-4 or Straight-4.
Flat-4s are very rare, they are on Porsches and Subarus.
