as per titile, want to ask, should i go to the bank directly or approach the morgage consultants ?
1) which one can get better rates?
2) is the morgage consultant's service really free ?

Cash Back? Hong Leong Bank?

n73me : i never encountered any mortgage consultant yet, so i do no know their service level. But going direct to the bank or their own mortgage officer gives seems better as you get to know more about them and their package

Anybody have any experience refinancing within UOB bank itself? I do not understand why they have to incur a penalty to revise to a lower interest rates. As i understand, the other banks do not charge this penalty.

Depends

1) Your loan amount
2) Your profile
3) Property location etc
4) Purpose of refinancing
5) Which Bank
