IP 118.* and WoW Performance

My cousin is having problems connecting to a stable connection.
He's currently connecting to 118.* with strange results. WoW lags but bittorrent is fine.
Has anyone found 118.* fast for WoW and do you use the Linux fix?

118 and 124 are pure sh1t in my area. either 1.5k constant or cant login at all.
60.49 = win. 300-400ms .

60.xxxx ones are phail for me.. 124.xxxx ones are good tho.. on a side note, i think shitmyx is doing something around 9pm-10pm weekdays..somehow its epic fail during those hours then slowly gets ok..well, at least for me..
