You shouldn't call it a black shop.
You asked for a starter and they sold you a starter.
You found out you bought the wrong item and you return it and ask for a refund.
If you were the shop owner, how can you be sure a customer did not try it, burn something and now want to return it?
This sort of no returns policy is quite common when dealing with electrical parts.

Lets not split hairs. You are returning it to buy something else. That is quite similar to returning it, getting money back just that you are using that money to buy something else from them.
What is important is how do they know the item has not been used and fried?
With some electrical components, you can't tell whether it is working or not until you plug it in and test it. A visual inspection won't do. You really expect them to open up the air con to test for you?

we didn't read wrongly, u asked for a starter which is ur mistake n u ask to change for isolater which the shop has the right /policy to reject u . if they allow u to top up, u should be happy, even if they don't , u can't blame them by calling them a black shop. u r businessman, u should know better.

if the shop want to keep their customer.. they might offer a replacement wit top up.. but it is not a mandatory... unless u ask isolator and she give u starter. then the thing is different..

The shop didn't cheat you at all. Thus I don't think you can label them "black shop".
The shop just wants to maximise sales revenue... sell the starter and isolator is better than sell one item, right ?
