I think it is only natural for Males to look or stare at the opposite sex. I am sure there is some sort of cavemen thing going on and it is not easily controlled by the male counter part. Althou a lot of females don't like it, it is in the system. We have to be open and accept that even modern men still retain their cavemen genetics.
