Basically, 1 PSP game and 1 PS3 game, both have some connection....and that pic is not big boss but another of his clones....which might be:

That "play a role" sentence is lost abit of context from the Japanese text. It can actually mean "appeared in" MGS, MGS 2 and MGS 4.

As of this moment it can be anyone, Akiba included so saying it can't be Akiba will be too much jumping the gun. As people have mentioned the 7 year gap and "aging" fits with Akiba's age, and the eye colours and facial features match, although we all know he is joke character so hopefully its not him. I thought it might be Otakon but Otakon himself is pretty old by MGS 4 and he doesn't have blue eyes like "mysterious guy" here.
