If his parents is not bumiputra(which government consider malay/sabah n sarawak origin) then can certified he is not bumiputra. One more thing, if he already a Chinese or Indian that indicate they are already not bumiputra. Furthermore as new MyKad implementation the JPN should have already make this more easy.
