Actually I entered IIUM in 94 using my A'Levels results so it is possible but I am not sure about the current situation. The only drawback (or advantage in my opinion) is that you will have to study Arabic and minor in Islamic Law. You have to pass Level 6 of Arabic to graduate (basically be able to read the Arabic newspaper). Why don't you try there? During my time it was really cheap less than 10K for four years including board.
BTW, a lot of my classmates are doing really well and although in my year there was only two chinese law students, both of us did well. One very high profile female opposition DAP politician was also from IIUM, one year my senior.
