What you want to know in specific?

In general, if you are permanent. It will be flexible working hours depends on your job scope and how good your manager to cover you when you are away for a good reason.

No dress code for engineers as long as it is not too exposure after all we are living in a multiracial country and we must respect it (other job title I am not too sure). But there will be certain dress code to follow if your workstation is in the fab or lab. Intel always practice safety workplace. Hope that you come in 1 piece and leave in 1 piece too.....

Intel (either Malaysia or globally) is a place where you can speak openly and escalate if you are not treated fairly in any situation, harassment or anything that going to jeopardize your personal safety or interest. However, my personal experience is that, as long as you are not a axxhole/retard on your daily work or social with new ppl, then everything is going to work fine for you.

I am not sure either what you want to know about condition... but you should know this that Intel has lot of competitors on all the Intel Business segments. If you see some competitors beat Intel on the products or the process, those team that involve might get impacted on the re-org/re-form so that Intel can gain back the position. One thing worth mentioning, it is a private sector, it is always depend on your talent and performance on how you can make your team/org/Intel looks great in the market. So, you got to fight for what you want. Besides, it is also depends on whether you are a team player or solo in a good way or bad way. lol. I had heard some try to get promotion by screwing the rest of the team to make one looks perfectly outstanding.... it might work if you are low grade, but once getting into higher grade...it will becomes your roadblock to move further.

Take it with a pinch of salt with my comments, after all it is my personal opinion and it shouldn't be something that helping you make any decision.

If you are looking for engineer job (R&D or Validation), can PM me.
