I don't work with the township so I've no idea how they make sure all residents pay the monthly maintenance fees but we do have a Deed of Mutual Convenant (DMC) to abide by and that is law binding so I guess the township will issue legal letters to those who's defaulted payment.

You're right about safe streets but most people are careful when driving inside the area because they are aware of children. Also, most people get to know their neighbours and if u walk around the area often enough, u'll probably know most of the residents.
As a precaution, speed bumps are also setup - i don't like it but it helps in slowing down the traffic; there's like 8 speed bumps from the Sierramas roundabout til I get home
for those residents who reduce monthly maintenance fees issues...
as what i know for the latest community residential area with security gated and access card facilities... the gate will stop the residents access card to refuse them going in to their house and refer to guard to pay the fees... so is hassle that refer to guard before enter their premise, i think at last they will pay also... some more the fees just RM30 per month and pay every 6 months, i think still afford for everyone since only a gate & guard for whole garden, rather then a street only...
about speed bump, i think able to educate the residents which within the same community, should be easier... because they may think they are one of the community's member and they have to right to protect their garden in safe condition... otherwise the person in charge of the community can give the advise to the speeders at least, still better than those speed bump which may no effective too... like my house area have speed bumps, those driver slow down b4 speed bump, later speed up after speed bump, later whack the brake b4 speed bump... any differences?
