it seems that you dont really pay attention to this movie. There's a part in the movie where its already answer your question. They create many Avatar just because they would like to get into the Na'vi family and become part of the family. When they become part of the family , they are call as brother and sister where they trust each other. The real reason for them to be part of the family so that the sky people could pursuade them to leave hometree and tell them an attack will happen if they do not move. This is because they are tie to a bond when they become a family. Dont understand the plot ,why they create AVATAR anyway but in the end they just crush the native and why they cannot teach/educate the avatar in human form????
