For me, certain IP address can't surf web and slow download from Rapidshare, zShare, megaupload.
These are: 60.49, 60.53, 60.54, 118.100, 124.13.. It only happens at night time though. The speed will be crawling like snail.. |

Maybe they capped your DSLAM wrongly? Call them up and ask them.
