Just wondering, what does blockage of port do to you?

I have one person here in my same island, who keeps message me every single day asking me to donate 3k woods to the mill. I did donate every single day but it just seems he is asking too much already. LOL...Now, he is sending fleets after fleets to blockage my harbor. All my ships are destroyed.
