55,000 military score with only 5k to loot. 9k total score doesn't indicate there's much resources to loot neither. Not a good target.

well if your goal is pillage each & every single town in the server then its better to play solo.

Do it like a normal message, just change the drop down thingy to cultural treaty. There's a button in your museum to distribute em. Just a simple system, you will get it later.

There is many target you can choose other than KC. KC only consist on 3 alliance. Try the TDL and TWR nearby us. Or the Space town/Time Town that can full your 40 ships. Many yummy targets you can choose.
