i want to ask can i create my own club? should i write letter to the headmaster or what?

Give a valid reason why you want to create a new club. Then approach your principal and talk to him/her

1st, u need capital. then u need slaves. club is not easy thing. its like business. u cant afford to fail. otherwise, the school will declare u incompetent, and then ur testimonial gonna go haywire, which leads to a dark, dark future.
