Correction:
Zalman HSF is all about aesthetics. They don't perform.

Next time, do research before you buy, Zalman heatsink fans has never been a real performer, you don't get what you pay.

39°C for an E6550 at stock speed is high.
I'm using a Xigmatek Achilles on my Q6600 B3 overclocked from 2.4GHz ~ 3.2GHz @ 1.36Vcore, and the temperature is only 38°C [Non air-conditioned room].

No offence but seriously, Zalman is nothing but uber crap.

E6550 uses a lot lower VCore than a Q6600 B3.
My Q6600 B3 is overclocked with a raised VCore, while your E6550 is not overclocked and on stock VCore. What does that tell you?

Again, Zalman is crap, throw away your Zalman 9700 LED and go grab a Xigmatek Achilles, then you'll know just how crappy your Zalman 9700 LED is.

A reminder:
Always do a complete research before buying. Else you'll end up like threadstarter.
Don't buy a heatsink fan because it's beautiful, buy a heatsink fan for it's real performance.
