For a game to mature, it requires mature players.
Mature players are those who think outside the box, support the community as a whole and represent themselves well.
No government or gaming company will actually support a community that doesnt even buy their original goods.
Think about it, how many people in malaysia actually BUY original games. Before you ask for any support, you have to give it first.
Don't compare the malaysian community to the singapore community, where its laws against piracy are extreme in singapore compared to here.
The government will first need to INTERVENE before giving any SUPPORT.
There are a lot of things that rest on a e-sports shoulders, firstly to call it a sport, it needs proper representation(an organization of people that solely exists to represent and aid the community) , healthy competitions, mature players and a good amount of support.
