He is a total twit in the film, a geek-like moron with too much money. Not very credible as "the defense contractor of the country". He was as believable as you believe George W. Bush could be a good president. It makes for good comical relief but I think they pressed the point too far just to set up the punchline near the end of the movie. Even the senator sounded more intelligent just because he used a pun ('prick') while pining the medal on Tony.
