Hi, is it legal for a civillian to own a night vision scope/binocular/goggle in Malaysia?

If yes, what are the classes of night vision scope/binocular/goggle allowed? GEN 0? GEN 1?

Is there any International or Malaysian Act/Law that governs the usage of such devices?
