Yeah, RM2 is charged for normal account transferring using Interbank GIRO. Unless your account is Basic (Statement Based) where the charge is RM0.50 for the first 2 GIRO transactions of the month.

Found this a bit unfair to the normal account users, the basic accounts have less charges for their transactions.. If not mistaken, it is Bank Negara who force a policy that all Basic accounts should be 50 cents for first 2 times.
