Im familiar with the procedure because I've just encountered an almost similar situation.
#1 You could contact the hotel for assistant.
They might/might not not help you without a prove of a police report is made.
Is your phone stolen in public location or from your room?
#2 Make a police report, you can finally observe the efficiency of Malaysian police. You have to insist them to follow this lead.
#3 Contact the mobile provider, DIGI for a lookup on that number. They will most likely ask you to present your police report due to customer confidentiality.
