In my opinion DiGi will not help you trace nor reveal personal details from that number unless you have already reported to the police and got some kind of letter from them.

Yes the phone is lost, however there is a Malaysian number sending a message to his friend which means it could possibly be the person who stole his phone. So what everyone suggesting now is to report to the police so that DiGi would help get some information on that number since even prepaid numbers have to be registered now.
