From what I heard, they don't cap but they 'manage' your bandwidth. Supposedly it's something like when you've surpass 20GB, bandwidth priority is given to other users but you can still use your Wimax at a stable rate.

But I'll wait until someone here really use their 20GB before I can confirm this.
