extension tube is to increase the focus distance of your lens. (you will loose infinity focus)
tele converter is used to increase your lens focal length. (infinity focus still remained however you need to get the good tele converter if not the picture quality will degraded, like the photo in my flickr)
and you are right, combined with these 2 will allow you you to archive higher magnification which larger than life size (> 1:1)
