To summarize, pengharaman adalah based on puritanical view. Majlis fatwa kebangsaan ambik kira broader sense. So nak ikut mana-mana pun bole.

Depend on what you're trying to achieve
If you want to do rolling dividend technique, beginning of ASB financial year is the best.

There is no limit to the compounding interest.
The limitation of 200k is for loan. Back then we can apply ASB loan for up to 400k(depending on our ASB account limit), but that privilege no longer exist.

You can literally walk-in to any bank and get 5.2%. Some like Affin and CIMB does offer 5.0%

"Best" depend on individual. Read this thread to read all available technique there is

Currently, Affin. 4.8% with minimum 5years insurance.

Keep in mind that bank offer higher interest rate for loan below 100k
