Maybe is this kind of asian thing, too conservative. When I do my uni overseas in US, there r so many pretty & sexy gals that I stared at, they did not feel shy or angry at all in fact, they gave me a smile instead. When I saw their smile, I smiled back. Sometimes I will say, "You r pretty!" Then they say thank u. That's it, simple as that, no offense, no uncomfortable feel etc.
