if u say a boy looking at a girl who r wearing very expose and sexy for a long time and like a magnet in his eye stick to the girl's body then i can say it is too overboard
it's normal for guys and girls to look at something special
i do stare at some girl sometime during shopping for watever, not stalking, just look a while then look at other place
