Its just the lack of civility in people.

Don't just put this on staring at "assets", staring in general is plain rude.

I've seen people stare at girls who are properly dressed and still attracted stalking eyes like they've never seen a girl in their lives.

You wouldn't find this sort of behaviour in more society-oriented countries.
