I tried to link my paypal account with my new Public Bank Day2Day VISA card which is linked to my bank account. According to Paypal website, my card will be charged RM10.

After that, I checked my bank account online. The amount on hold is RM15 instead of RM10. Why is this? I never use my card anywhere before.

your money is still there.
instead of in your card, it's now in paypal.

why all the fuss over rm5

Paypal should mention RM15 instead of RM10 in their website. Lets wait for a few days and see whether my paypal account balance is RM10 or RM15.

Case closed. Is RM10. For the remaining RM5 on hold, later I may call PB to ask what is that.

I paid USD 7.98 for some services using PayPal. My PayPal account 's currency is RM.

Before I pay, I expect that I will be charged RM2X.XX according to the conversion rate at http://www.xe.com/ucc/convert/?Amount=7.98&From=USD&To=MYR .

However, I only being charged RM15.XX.

This is a good news for me because I am paying cheaper. Thankfully. But, how can this be happened? PayPal offer different conversion rate when converting USD to RM to make me pay less?

Maybe you overlooked ? Is hard to believe unless you show the print screen of that particular transaction. RM/US forex never drop below RM2 thru out my entire life.

It is unbelievable to me too. But, click the following thumbnail sized picture and then zoom it to see the full size one:

My PayPal account was linked to my Public Bank Day2Day Visa card. According to online banking, amount on hold also RM15.44.

The forex was based on 0.310241 and conversion for USD4.79 only not USD7.98
*
But the actual amount charged is RM15.44 only. Because according to online banking, the amount on hold in my debit card also RM15.44.

And, please note that my paypal balance is RM0.00 even before the payment.

But why the US4.79 ?? you paid US4.79 or US7.98 ?
*
You can see the amount $7.98 USD, showed under "Original Transaction".

the $4.79 USD that you said is conversion from RM15.44 into USD.

In Paypal, convert $7.98 USD to RM = RM15.44, but convert RM15.44 to USD = USD $4.79. Don't know why.

From the statement. Nothing wrong with the exchange. Because it was based on US4.79.
So you only need to find out why it becomes US4.79.

I also hope that someone can tell me the reason. The merchant did charge me US$7.98, and my paypal balance is always $0 even before the payment, that mean nothing deducted from my paypal balance.

Better check. you are now paying only US4.79 to the merchant instead of US7.98. Unless you already received the goods/service from the merchant then only you can say you untung la.

Ok. My fault. I thought my balance always $0 before payment. it is not. Now, I found the reason liao.

But don't know why. Before I pay, I checked my paypal balance, it is always RM0. But, now, I look at the "funding source" under the payment details, it says "Funding Source: $3.19". But, I always check my balance before my payment, it always display my balance is RM0 even though the balance is actually USD $3.19. Don't know why.
