I receive a transfer of €100 from an european paypal account to my malaysian paypal account recently. His is a merchant account while mine is a personal account. But I got charged €4.50 commission. So I asked paypal the breakdown of the charges and I got the email below.
Can anyone explain to me if what they explain is correct? If yes anything I can do in the future to reduce the charge amount? Maybe create an europe based paypal account?
P.S. I thought transfer between paypal account is free as long as the recipient account is personal
Another question. What's the best way to withdraw the amount to but things in malaysia? I heard there is a paypal credit card service that can be used worldwide. Also another option is to transfer the money to a malaysian account. Which is better in term of less charges?

Upon reviewing you account and the unique transaction, I can see that the fee was charged for €4.25 EUR, because every received payment you will be charged 3.4%+ 0.30 USD (additional 0.5% crossborder fees will apply). 3.4%+ 2.00 MYR for domestic MYR txn.
