Hi! I am new here. I would like to open a PayPal account.
I have look browse through Lowyat forum and I know that.
Firstly a debit or credit card is required in order to register to
PayPal. But I prefer to use debit card.

In 2007 0r 2009, I can't remember the dates. In order to get a
cheaper rates withdrawal. Any bank that is supported by PayPal
the setting can be edit from using debit card change to directly link
from a bank account.

But in 2014, I saw a thread in Lowyat forum now they limit the
options of certain bank accounts that can directlylink to PayPal.
So now, some banks only use debit card to top up PayPal but cannot
link directly from bank accounts and some certain banks can use a
direct link from bank accounts to PayPal.

One of the banks mention is RHB and they didn't tell about the specific
name of the other banks. I would like that feature which is the bank
account is link directly to PayPal. But that was 4 years ago.
I'm not sure the options settings is still the same or have changed.

So now the question is can you give me a list on what certain bank
can link bank accounts directly to PayPal as well as the highest successful
withdrawal rates and quality friendly top notched service?

Thank you.

Why not ask PayPal customer service?

I short wrote, but I not sure true or not.
The PayPal will show which bank account in list.
The BSA also can apply. This is depend what you need and what you want.
4 years ago, if you account ready added, if in Malaysia this account ok, in PayPal still ok.
For an example, Sunday withdraw and then Monday in BSA, so if you unable of online or worry unknown, after withdraw the money still inside your BSA, if you use debit card, so in your debit card account.
You can apply any debit card account, but before this open oversea payment gate, if I not wrong PayPal will deducted USD 10 or RM 10 and then after success verify, the money will back in your account, no minus any fees.
The fees is relative of your withdraw amount(how big) per transaction only(you can check this via PayPal info), the USD currency rate unable change. No matter what which bank you use, the fees and currency still like above rules. This mean not only RHB, PayPal look like open all bank Malaysia, maybe RHB just the gate to all bank Malaysia only. Use or not use RHB, the rules still same.

You worry what with PayPal, I unable wrote what, if you worry anything about PayPal with your account, you can asked till you clarify.

Hope above can help you, no need too worry, can go to sleep, the money in PayPal very safe and normally 1 day can bank in in your Malaysia bank account. If you really too worry, tomorrow just call PayPal Malaysia asked till you clarify.

I search through the internet for contact number Malaysia PayPal customer service.

Another one is Visa debit card, same question, does this type of debit card link to PayPal?

If they don't want,  threaten to report it to BNM. Sure let you open.

I'm an adult
In the website says that I:

But will they issue the red cherry debit card if I join BSA?

2. Debit Card Visa Red Cherry
If I want a debit card, the visa red cherry

This is what it says in the website

Who can apply?

No like that, no matter how slow, step to bank, I think 1 - 2 hours can settled with BSA and bank card. After you open the oversea payment gate, I think your bank card can immediately with PayPal.
No like that, you poor, no job, no income(but you can get the PayPal money, so you still need account), no matter what reason, you also can get the reason to open for saving reason. For an example Malay with green money pocket, Chinese with red Ang Paw or other races, your families give you pocket money, you want saving only. RM 20 also is money, if not a money, you willing give me RM 20 or not? Some bank staff also very nice, will told you like that, you no need felt shy or shame. This is not your problems.
Different people different situation.

That's why you can't too cute, please go to any bank website(you more prefer) and check the BSA(Basic Saving Account) page, hand writing or image then bring to bank. They page ready wrote the eligible, they normally want IC and 1 bill(this is want your address. Bank card needed address, so this is logic.) You need give hand phone number too, any problems, no matter bank, PayPal or unknown will call you.

After this, you register PayPal, the who willing give you money, you open bill to who(this is one way to receive money for PayPal, you should use this method to min your transit fee.)
The money normally immediately go to PayPal(1-3 business day, you can log in many time of PayPal to check or PayPal will auto mode send email told you. This is free of charge.)and then you can withdrew any time, you not sleep at 3am in midnight also can, I think who -> PayPal -> Your Malaysia bank account the whole process no more than 3 days.

Now you do above first or standby, if you really need money, above will help you a lot. The money in PayPal very safe and secured, if you really urgent, I think money in PayPal can help you or not urgent you can consider kept short period or many many years, this is free of charge and depend on you. PayPal only not interest, but the currency time by time updated, sometime better than bank rate if the USD trend is up. The PayPal fee ready minus first, and then the currency will change time by time, you can wait and then withdrew, this is depend what you want and what you need. Now the USD rate exchange back to Malaysia still very ok, so I'll advise you, you can consider not kept, withdrew, not always can like this USD rate exchange, now  not low like that. If you big amount the different is different. Nobody will know, like depend your luck.

The most important, if the money go to your PayPal the money belong you, nobody can take, so very safe and secured.
PayPal also not need big wages, very little also can, no need worry and headache.
I advise you want do it faster. Maybe the BSA too good, so this maybe no longer in future, but this product really help the poor and for starter.

Poor never mind, still can above, no need felt unhappy or sadness, if unknown look down this not your problems, they don't know your purpose is want PayPal and you no need told them, normally the Malaysia bank staff unable of PayPal things.
Can wrote like that, I proud of you, poor but maybe you talent and can received money for oversea, this is really hard, no matter the amount is less or little. I also think the BNM ok with you, because you also help the increasing the Malaysia USD amount. Overlook like that, just use or wait withdrew, the bottom line, after your money in PayPal, if you really worry, you can withdrew USD 10 like that for testing your account between your PayPal and bank, yes, will minus fee RM 4 or RM 20. I think you do above and after this can forever like that.

No need worry, no need headache and cute can, but can't too cute.

What is BNM?

You only need your IC and RM20 cash. When you apply for the account, you will automatically be given a debit card. Whether is the maybank visa debit card or maybank platinum Mastercard is up to the bank discretion. You can ask through but it don't make a difference.

Now I see why banks do not want to open account for you.  You must have told them you want to use account for PayPal right?  Don't tell them. Just tell them I just want to open an account for savings so when I start working,  can use that as my salary account. Bluff la sikit. If I were the bank, an unemployed person come in and tell me they want to open account for PayPal,  I also reject them on the spot doh.gif doh.gif
Reason:
- where is unemployed person going to get money to fund PayPal purchases?
- Better I don't risk it (money laundering or illicit activities)  and reject this person straight away.
Of course. No tac will be granted. Money will be straight deducted. Hence you need a strong password manager to generate a strong password and keep it for you. The free one with 2FA authentication I recommend is lastpass and for 2FA part use winauth (select Google 2FA authentication).

Back when I was 18 years.
I wanted to open a BSA at Maybank.
I never mention about opening a PayPal account.
Cause at that time I was genuinely wanted to apply for BSA.
They ask for a letter from my college to apply for the account.
But I didn't have a letter from my college.
So I didn't register because of that.
That was a long time ago.

I spoke to my mom.
Ok I'm sorry I said that I was applying for the account for this year
and say that they wanted customer with big wages.
That wasn't true.
Actually my mom was trying to apply for the account for this year.
But when I was 18 a long time ago trying to apply for the account.
That was a true story.

But this year my mom try to apply for the basic account.
They bank didn't say they wanted people with big wages.
My mom exaggerate with the info.
Her own opinion or her own thought that the bank want people with big income.
That's not what the bank tell to her.
They did let her fill in a registration form.
And ask for my father's details.
But my father wasn't there at that time.

That was 2 weeks ago.
She never mention about opening a PayPal account to the bank.
So basically they didn't rejected my mother.
Maybe it's because of incomplete details of my father.

Should my mom go to the bank again and refill the registration form with my
father on her side to give his details?

I better delete the previous posts.
It can look like a defame slander.

Can you delete your previous post also about the bank?
There's no delete button here.
But you can edit your post and delete anything that involve the bank.

I don't know which story are you telling is true. Whether is your mother want to open account or you wan to open account.  Just go to maybank, and bring IC. If is your mother who want to open account,  of course your mother need to be there with her IC. If is you,  then you and your IC. Tell them you want to open a free BSA. Reason: cause you don't have bank account yet/just want to to open Maybank account cause lots of atm. Very convenient. Just give them some dumb excuse. Complete the form. Let them scan your thumbprint. Problem settle.
*
Both story are true when I was 18 years old is true and about my mother who wants to open BSA this year.
IC is always brought along when jalan2 outside of home.
Should they be providing the BSA on the day we register or need to wait for a few days?
Cos my mother 2 weeks ago she apply, it seems like they did not provide the account right away.

I've just went and ask my mother to confirm whether she really
did fill in the form and submit it.
The bankteller did ask her to apply.
She says she never fill in the form..because there were
too much complicated things that need to be filled in.
Technically she was never denied of the services.

I'm really sorry for the mix up.
My mom tells exaggerate stories and incomplete detail about her
encounter with the bank.

Thank you for all your help.

1st active card for international usage.
2nd input in your card. Wait for them to charge.
3rd Take the code from m2u and input into PayPal.
That was my time using old interface.
Well you can't blame the bank then.
*
It wasn't the bank fault in the first place.
My mom just gave an opinion on how she feels about the bank.
It was'nt the bankteller that says they want big wages & rejected her.
It was because of the complicated registration form that she doesn't know how fill in.
Maybe it was overwhelming for her and she was emotionally exaggerating & when
she inform me about it she describe it in incomplete detail. I misinterpreted wrongly.
I think that's why she blame the bank.

Then I argue with her.
She could have just bring the forms home.
And I'd handle everything.
She insisted in wanting another bank.
But I said i can help her fill in the complicated forms.
I saw the best bank in Malaysia poll.
In terms of services & online banking, Maybank is the best bank in Malaysia.
She just need to go to the bank and look nice, and submit the forms.
The filling of the forms will be taken care by me.

I think your father or mother big opportunity success apply Maybank saving account, if you can, you followed your father or mother go together. Who want use open who like that. Maybe PayPal need who member PayPal with who member bank account only.(I don't know.)
To save your transport or parking fees, I'll advise try
1.)bring your father company letter, maybe need filled company name, company address and so on.
2.)bring cash RM 250. Maybank saving account with cherry debit card(can choice with or without annual fee) familiar like BSA, after deposit RM 250, you can withdrew immediately and the min maintenance still is RM 20.
3.)who apply who IC. If joint name, maybe PayPal can accept joint name account, at least member PayPal name appear in bank account.(I don't know.)
4.)1 bill for show who apply address.

My father is a retiree. He is unemployed. So there's no company letter.

QUOTE
Maybe you no need use PayPal, except payoneer, skrill and (I don't know), you can choice western union(need western union info and IC, no need bank account, directly cash out money for western union agent such as bank and post office), oversea bank cheque(need bank account), direct tt(need bank account) and so on.

If you apply debit card, this is about debit card things, you should find the info about debit card. Maybe no only PayPal risk, debit card also can risk.

This is PayPal post, if not PayPal problems, I think first start are wrong post, so I think I enough. I also don't know why you post here.

Sorry, I didn't realize I was off topic. My mistake.

QUOTE
One thing, only in my feeling or opinion, you should not speak or treat or think your mother like that.(Maybe your mother have experienced so will assumed like that or your mother meet different also feeling not well ???(You also can blamed why no nice staff put your mother apply or help your mother filled the form and so on)), maybe you need more realize your mother situation, than mean need more communication with your mother and so on.
No matter how about your father or your mother or unknown, you unable forever use your father or your mother name or unknown name, whatever you apply joint account. If your father and your mother unable apply, only because your father and your mother no need or unable. If you need or able, you should find a way do it yourself.

I sorry of all, hope all forgive me like that. Above and all maybe wrong info. I don't know and I not sure or not full details answers like that.

I have issues with my mother.
She tells me an incomplete detail story about the bank that I wrongly intrepreted.
After that I post about her "bad experience" about the bank which was entirely untrue.
It was simply exagerrated. I'm so embarassed for bringing exagerrating false info in the thread.
The staff could not help her with filling the forms because it required infomation details
about my father, sister & etc which the staff do not know.
