"Payments funded by" means if your Paypal has ZERO balance, and you use your Credit Card to initiate payment through paypal, then this warning above served its purpose

If you have funds in your paypal, there is only a limit to the amount in which the recipient can accept.

If the recipient is a seller, it is his burden to ensure he gets his funds, not you.

By the way, do you even know the actual procedure to get a business/premium account in Paypal?
What is so difficult to get yourself verified and apply for a business account? Its just a few clicks away!

As for paying via credit card, when you are sent a bill issued by the seller via Paypal, just select pay and choose the credit card option and fill in the details.

You can select from your primary or secondary CC details. FX charges apply (which is never in your favour)
