I assumed you ready have PayPal, so you need register first, this is only way.
I unable wrote what, but if you ok bank in Malaysia, you'll ok use PayPal.
No matter you not ok, the PayPal not allowed you any with PayPal, you also can't do any with PayPal.
So register can try, no register sure unable with PayPal(You have other choice? No only PayPal can receive oversea money, I not remember, but payoneer, skrill...).
Register PayPal is only one way with PayPal customer service, no other choice, if you want use PayPal.

I think in Malaysia PayPal only English speaker.
If you unable call in working hour, another way you can log in your account go to "Message Center" and send message. Maybe message unable reply you faster, but I think wait 2 days will response, if still not response, you can send message ask again. This is depend on your situation. You email maybe also received the "Message Center" told you, PayPal ready reply you.

After register you can send invoice to who. This is free of charge. I advise you per transit per fee, so 1 transit you can save the fee.

You are not Malaysian? All Malaysian can open basic savings account with any bank in Malaysia. Maybank for PayPal is highly recommended. After opening a basic saving account, link it to PayPal.

1. Basic Saving Account(BSA)
2. Debit Card Visa Red Cherry

Two apply them is not so similar

so if I want BSA.
