Whoa I never expect INTI IU to have a thread of their own here, in fact I am an INTI student who left in mid December last year so allow me to give a few words of my own to help sort out some of the confusions.
800M is not far at all. To be exact, it's ten minutes walk from Block A-C till the Academic Block, if you take the bridge it would be another five minutes. Just make sure that you didn't forget to bring any stuffs that you should have brought. Coz, you won't like the feeling of running all the way back to your accommodation and then back again.
Food wise, yes, it's a halal campus, even the char siew is made from chicken (which has a weird sensation if you are used to the REAL char siew). What I suggest is if you got the time, why not go outside and eat. Again, it's just a ten minutes walk to a row of shops with about 3-5 outlets for eating.
There are quite a number of them, but not many enough to deploy a platoon of terrorist so NO FEAR. If you're not the absolute hottie and sexy girl kind, they won't bother/disturb you. If you are scared of them (I dunno why you should tho), get a few friends to walk with you to and back from class. They have their own social circle with their own kind. Again, if you stay yourself away from them, they won't disturb you.

Smoking, yes, if you're a guy staying in area Block N onwards. It SHOULD BE a smoke free campus, but then, to them, rules are meant to be broken.
Ground floor, I had the same experience as you. The thing you need to bear is the occassion passing by of students, the foot steps, or worse case, those that walk in group chatting as they walk along.
Another thing is fogging, INTI does fogging from time to time and ground floor (and 1st floor I think) ALWAYS KENA. Be prepared to have the corridor full of white fume and it takes nearly an hour for the fog to dissipate.
