means maxis throttle BT kaw kaw except during 2am-7am. this 5 hour period ur torrent speed will be the same as ur maxisbb speed at that moment...

example if at 3am u can speedtest/http download at 5mbps so ur torrent can get dat speed also

if nt mistaken, the warning is from the maxis dashboard.
u wont be charged for additional internet usage, just that yr speed will gradually be throttle down till 128kpbs

it sure count in yr quota

Upload + Downloading = 1.5GB

Torrent does both Seed (Uploading) and Leech (Downloading), and therefore yes it does use up your bandwidth.
