It was irony, the safety car was supposed to give Kimi and chance to overtake Sutil, but it caused him to lose it all.

Cause there is a time frame of 2 hours for each race, if the race is foreseeable that it would not finish in the 2 hours because of slow lap times (rain and safety cars) then the race controller would opt to use the timer

Dude, please be realistic, you could see from the video that Raikonen lost control of his car and hit Sutil, it was not because of late braking. Well, if that is the case, I guess Hamilton should be penalized for crashing into Alonso's back weeks ago, Alonso said himself that it has caused a little damage to his rear wing.

Oh, and if anyone were to be penalize,d, it would be Sutil as stewards warned him that he had overtaken not one, not two but THREE cars under yellow flag in Lap 13, perhaps the stewards overlooked that part and did not call him for a drive through.

Well, I'm a Ferrari fan, but I don't think Lewis purposely aim at Kimi, he had to tried to squeeze to the left.
