this is a national disaster! my clients on streamyx complaint that my file server in Atlanta NAP are so slow (they are getting like 10+ KBps) and at first i thought they were crapping because Im able to get 1.11 MBps here in UK. Then after receiving so many tickets, i sshed into my server in TMIDC and guess what:

Resolving 64.22.xx.xx
Connecting to 64.22.xx.xx|:80... connected.
HTTP request sent, awaiting response... 200 OK
Length: 5,331,862 (5.1M) [application/octet-stream]

36% [=============================> ] 1,952,020 14.25K/s ETA 03:33

Even eastgate is soooo slow...what more streamxy :s

my customers are reporting that tmnet blocks ICMP traceroute for no obvious reasons.
You may want to perform UDP/TCP traceroutes.
In linux this is done by:
traceroute --tcp ipaddress
-or-
traceroute --udp ipaddress

In windows, use tcptraceroute:
