TDP for 9150e is 65W at default clockspeed 
once you oc, then you'll suffer from the bad power consumption ( Don't tell me you don't wan oc your proc  )

TDP can be referred as maximum theoretical power ( Can be defined in other ways, depend on manufacturer)   
Imagine if we oc 9150e to 2.5GHz, the power consumption for 9150e should be around 125W too.
you'll need a good cooler if you willing to use it as 24/7 speed.
though the comparison is not so true, but at least we can get a rough picture from there 
also, compare to TDP for k8 proc, i'm sure you can find out the difference right?

oh ya, no such thing as phenom are power hungry but 9150 doesn't. 9150 is one of the phenom too
It can be very power hungry too once you oc it
phenom has bad power consumption is unarguable fact

Shanghai for server, Deneb for desktop.
