Offcourse there's no link in there, but he did PM me for no reason.

I never PM him about handphones.

I guess he is no offense the rules since he didn't post out the link for other website! Maybe is the misunderstand!

2. PM'ing someone without a reason and telling me to check the price doesn't consider SPAM?

You don't need a link to other website to do a PM SPAM.

My english level is poor, please be kind to guide me where i'm wrong.

Spam advertisement is consider SPAM already. Easy as that. We don't want all such kind of annoying advertising
