Cos Scheizel is the type who likes to wait and see... what happend.. He rarely take inniative.

For OTBK cos the army in general is rather reluctant to follow Zero early on.. The only thing that keep everything toghter is Toudoh.

When Toudoh realize that his previous Master was murdered by Zero then he got pissed.. So since Toudoh is pissed everyone is pissed..

Too bad little they realise, Schneizel will take the chance to destroy the OTBK.. since wiuthout Zero the OTBK is nothing.
