Those Qian Hu and Xian Leng are only CITES licensed to breed and sell F2 Arowana nothing else As long as those tortoises are imported from registered breeder or WC from CITES quota country ( another word is if brought in the proper way with CITES paper ) anyone also can sell them !!! Be it your LFS guy down the road !!
