You can buy Xbox One Wireless Controller to use on PC, but you will need to be connected with a USB cable. The wireless function doesn't work like the old Xbox 360 wireless controller for PC that comes with a wireless dongle. (USB Cable doesn't comes along in the package, unless you buy the play & charge kit)

The price is some where around there 180-200 you can get it at any console shop, no clone version yet. Xbox One will be in market for a very long time you don't have to buy it now maybe in future the price would be cheaper.

Afaik Microsoft has no plans on selling the wireless receiver as of now.

No, Xbox One controller no longer has the Xbox Guide Button with Player 1/2/3/4 indicator, now Kinect tracks who's holding the controller instead.
