which part start to get you confuse? 11th squad, can release their power, even allow to bankai at the very 1st place. becoz thier new leader dont use these ability, thats why they culture has changed now...since then. if anyone of them use power, they will be looked down by other team member. just culture and believe issue, no enforcement
in comic version they are getting back from the hollow world redy
